All of the estimated values are major underestimates, so that they are not in relative proximity of the true population values. In Delhi, the country's second most populated city, and Calcutta, the country's fifth most populated city, the estimated value is about only two thirds of the real population. This percent error is too far from the true value to hold that the rank size rule is valid for India. These underestimated values are probably largely due to India's current, rapid growth pattern.
